  3. Neglecting Peasant Welfare: The Nationalist government favors wealthy city entrepreneurs and rural farmers over peasants. The government reclaimed land the Communists gave landlords and punished peasants who participated in land reform. This move outraged many and encouraged rural Communists.
  4. Effective Communist Propaganda and Strategy: Mao Zedong’s Communists exploited Nationalist faults with successful propaganda. “The war for China is a battle for the hearts and minds of the peasants,” Mao famously declared, emphasizing the need for peasant trust and support. The rural majority believed in their land law reform and social justice initiatives.
