What is the difference between time out and technical time out?

4.	Duration	Typically lasts 30 seconds.	Lasts 60 seconds.
5.	Number Allowed	Each team gets two timeouts per set.	Each set has two preset technical time-outs.
6.	Who Controls It	Controlled by the team (coach or captain).	The match authorities control this automatically.
