When a wave propagates, the disturbance travels from one point to another and transfers energy through the medium.
The particles of the medium do not travel with the wave. They only oscillate about their mean positions and pass the disturbance to neighbouring particles.
Thus, a wave transfers energy without permanent transfer of matter.
