A welfare state aims to promote the welfare of its citizens; ensure social, political and economic justice by securing adequate means of livelihood and removing inequalities in opportunities; ensure equal distribution of wealth; have a uniform civil code for all citizens; and provide help to weaker sections of society. In simple terms, the state must protect basic rights, reduce economic inequality, guarantee minimum living standards (education, health, work), and assist disadvantaged groups so everyone has fair chances. These are directive principles guiding policy rather than enforceable law. The government therefore implements them through policies, programs and welfare schemes nationwide.
