A primary obstacle is the country's geography, as many rivers are non-perennial and experience drastic water level fluctuations between the monsoon and dry seasons, severely limiting navigability for large commercial vessels. Technical issues such as heavy siltation, which reduces water depth, and low air drafts on many bridges also pose consistent challenges to movement. Furthermore, inadequate infrastructure, including poor multimodal connectivity with road and rail networks, insufficient terminals, and a lack of modern vessel maintenance facilities, creates logistical hurdles and adds to transit times and costs. Historically, inland waterways were neglected in favor of extensive railway and road development, and this historical underinvestment continues to affect the sector's growth. Ultimately, while the government has made recent efforts to promote waterways, these persistent geographical, infrastructural, and historical disadvantages have cemented land transport's dominance due to its greater speed, reliability, and reach.
