The population of the city decreased from 25000 to 24500.

Total population decreased = 25000 - 24500

= 500

Percentage of population decrease = `"Total population decreased"/"Actual population before decrease"`

= `500/25000 xx 100`

= 2%

Therefore, the population of the city has decreased by 2%.
