Both levels of government operate independently within their respective spheres. A federal system is characterized by a written and usually rigid constitution, a clear division of powers, and the presence of an independent judiciary to resolve disputes between the center and the states. Each level of government has autonomy in its domain. Examples of federal states include the United States and India, with India also exhibiting some unitary features. This classification is primarily based on how authority and governance are structured and exercised within a state.
