उत्तर
1. The path is disrupted by several significant hurdles, which are labelled in the potholes:
- Misinformation: The deliberate spread of false narratives to alter public perception or slander candidates.
- Fake News: Fabricated stories or morphed media presented as authentic journalistic facts to mislead the electorate.
- Intimidation: Using physical threats, social pressure, or localized coercion to prevent voters from casting their ballots freely
2. To fix these structural “potholes” and ensure a smooth, democratic process, a multi-stakeholder approach is required:
- Tackling Misinformation & Fake News
- Strict Fact-Checking Systems: Deploying independent fact-checking teams and AI tools to monitor viral content on digital platforms during election cycles.
- Digital Literacy Campaigns: The Election Commission of India (ECI) and educational institutions can launch grassroots public awareness campaigns to teach citizens how to verify news before forwarding it.
- Platform Accountability: Requiring social media networks to swiftly flag, demote, or remove deep fakes, altered media, and demonstrably false information that threatens electoral integrity.
- Legal Measures: Enforcing strict penalties under the Representation of the People Act and cyber laws against individuals or political IT cells intentionally fabricating communal or disruptive news.
- Overcoming Intimidation
- Enhanced Security Deployment: Deploying Central Armed Police Forces (CAPF) at sensitive or vulnerable polling stations to ensure voters feel completely safe.
- Strict Model Code of Conduct (MCC): Vigilantly monitoring violations of the Model Code of Conduct (MCC). The ECI can take action against candidates who use hate speech, threats or force during elections.
- Anonymity via Technology: Maintaining complete ballot secrecy through EVMs and secure VVPATs so that voters can cast their votes freely and confidentially without fear of their choices being identified or traced.
- Anonymous Grievance Reporting: Empowering citizens to use digital tools like the ECI’s cVIGIL app, which enables them to report electoral malpractice or voter intimidation by uploading photos or videos, allowing authorities to take quick action.
