It’s not strange. Our Constitution’s authors were aware of the concept of federalism. However, they intentionally avoided discussing it. This was because our democracy was still in its early stages, and they needed to take efforts to consolidate various free princely states. If they had been given more autonomy, our country might have been more divided. They believed that as democracy matured, appropriate modifications to the Constitution would be made to make the country more federal. As a result, they delegated decision-making authority to the people and future leaders.
