उत्तर

The President of India is the constitutional head of the state and symbolises the unity and integrity of the nation. Though vested with wide powers under the Constitution, the President primarily functions as a nominal executive, acting on the advice of the Prime Minister and the Council of Ministers, as mandated by Article 74 and reinforced by the 42nd Amendment. The President’s role is largely ceremonial, but he performs important functions, such as appointing the Prime Minister, Governors, Judges of the Supreme Court and High Courts, and other high officials. He also plays a role in the legislative process by summoning and proroguing Parliament, giving assent to bills, and addressing joint sessions. In financial matters, the President causes the budget to be laid before Parliament. During emergencies, the President’s powers become more significant, though these too are exercised on ministerial advice. Despite being bound by the Cabinet’s recommendations, the President can return a bill for reconsideration or ask the Council of Ministers to reconsider its advice once, which gives the office a subtle yet influential role in governance.

Thus, while the President does not exercise real power, his office is one of dignity and authority in the Indian political system.
