- Legislative Powers: The House and Senate share equal legislative authority. Bills passed by both Houses are passed on to the President for approval. If there are conflicts, a joint committee makes a decision; however, this process significantly favors the Senate.
- Financial Powers: The House is only accountable for approving federal budgets and money measures. The Senate can make suggestions, but the House has the final say. However, the Senate’s capacity to finalize the law restricts this authority.
- Constituent Powers: Constitutional amendments require a two-thirds majority of both Houses. The House takes an equal role in initiating amendments. However, neither House can begin them unilaterally.
- Executive Functions: The House has limited executive powers, including creating investigative committees. It has the same power to declare war as the Senate. Otherwise, it has no direct involvement with the executive branch.
- Judicial Functions: The House and Senate collaborate to establish and define federal courts’ jurisdictions. It also has the authority to impeach high-level officials, including the President and Supreme Court judges.
- Electoral Functions: If no presidential candidate receives a majority in the Electoral College, the House selects the President from the top three. In the event of a Vice Presidential vacancy, it approves the President’s candidate.
