A Non-Money Bill may be introduced in either of the House. If the Council passes the Bill in the form in which it was sent to it by the Assembly, it is sent to the Governor for his assent. However, the Council can also keep the Bill with itself for 3 months or pass the Bill with amendments. If the Assembly does not agree with the amendments, it may pass the Bill again. This time, the Council has to consider the Bill within 30 days of its receipt. Once the 30 day deadline passes, it is deemed to have been passed since there is no provision of a joint sitting of the two Houses.
