  2. Inexperience Among Elected Members: Many elected representatives, especially at the village level, lack administrative experience and training, resulting in poor governance and inefficient use of resources.
  3. Groupism and Casteism: Factionalism, often along caste or political lines, divides local communities, obstructs unity, and hinders the smooth functioning of local bodies.
  4. Politicisation and Party Politics: Local self-governing bodies are heavily influenced by state- and national-level political parties. This often leads to decisions based on party interests rather than public welfare.
  5. Inadequate Financial Resources: Most local bodies are financially dependent on state and central governments. They lack independent sources of revenue and the power to effectively raise funds.
  6. Excessive Bureaucratic Control: The autonomy of local bodies is often curtailed due to the excessive control of state government bureaucracies. These bodies face interference in planning, decision-making, and execution.
  7. Ineffective Gram Sabhas: Gram Sabhas, meant to ensure public participation and accountability, often remain inactive, with poor attendance and limited public engagement.
  8. Gender Inequality: Although seats are reserved for women, in many cases they are only nominally in power. Male relatives often exercise real control behind the scenes.
  9. Limited Devolution of Powers: Despite constitutional provisions, many state governments have not transferred all 29 subjects (rural) and 18 subjects (urban) listed in the 11th and 12th Schedules to local bodies.
