उत्तर

No, Directive Principles are not justiciable, meaning they are not legally enforceable by any court of law. This is explicitly stated in the Constitution itself. However, this does not mean that they are insignificant. They are considered fundamental in the governance of the country and are meant to be implemented progressively by the state as resources permit.

While courts cannot enforce DPSPs directly, they do play an important role in interpreting laws in light of these principles. Over time, the Supreme Court of India has emphasised their importance and has tried to harmonise them with the Fundamental Rights, which are justiciable.

In several cases (like the Minerva Mills and Kesavananda Bharati cases), the Supreme Court has held that there should be harmony between Fundamental Rights and Directive Principles, and the state should strive to achieve both.
