Taylor was a strong advocate of a piece wage system. He wanted to differentiate between efficient and inefficient workers. The standard time and other characteristics should be based on the work-study we talked about earlier. You can then decide whether the workers are efficient based on these benchmarks. He wanted to give bonuses to personnel who did a good job. So he set various pay rates for people who did better than expected and those who did worse than expected.
