A District Panchayat or Zilla Parishad is co-terminous with the district. Each district has one Zilla Parishad. This is the top tier of Panchayati Raj constituted at the district level by the Panchayat Samitis or Mandals. Most members of the Zilla Parishad are elected.

The composition of the Zilla Parishad is as follows:

• 10-25 members elected directly by all voters falling within the area of the Zilla Parishad. Approximately 50,000 voters elect one representative.
• All Chairpersons of Panchayat Samitis fall within the area of the Zilla Parishad.
• MPs and MLAs representing the area.
• MPs and MLAs whose names are registered in any constituency within the Zilla Parishad area.
• Women representation.
• SC/ST representation.
• OBC representation.
