1. Initial Acceptance: The Congress initially accepted the Cabinet Mission Plan because it promised a united India and laid the groundwork for the transfer of authority from the British to Indians. The plan also promised independence and the establishment of a Constituent Assembly, which Congress ardently supported.
2. Opposition to Grouping: The Congress strongly opposed the provision requiring provinces to be grouped together. There was concern that grouping would eventually lead to the country's permanent division and the weakening of national unity. The Congress believed that provinces should be able to choose whether to join any group.
