1. It recognises the existence of democracy in a qualified sense: The government does not exist for its own sake; it functions as a tool to achieve the maximum welfare of the people. Its powers are not unlimited but are restricted by laws and constitutional conventions that form the basic law of the country.
2. It states a desire for a pluralistic society: This view is based on the belief that the government governs in the common interest of all people, not for any particular group or alliance. The state, though superior, is not supreme, and therefore has the authority to regulate social life and limit the activities of other groups when there are valid and justified reasons.
3. It lays emphasis on freedom of conscience and morality: The state does not adopt or impose any official religion or ideology on its citizens through coercion or deception. A modern state is expected to be based on secularism so that religious and communal forces, which could weaken its democratic and modern character, are kept under control.
