Why is water not added to concentrated H2SO4 in order to dilute it?

To dilute conc. H2SO4 water is not used, but acid is introduced to water in a regulated manner. When we introduce water to the acid, the temperature rises dramatically, causing the bulk acid to explode with disastrous consequences.
