\[\ce{E^\circ_{H_2O/O_2} > E^\circ_{Na^+/Na^+}}\]. So, H2 is formed at cathode.

Whereas \[\ce{E^\circ_{H_2O/O_2} > E^\circ_{Cl^-/Cl_2}}\]. So, Cl2 is formed at anode.
