The Congress wanted to focus on the programmes and policies that would cater to the interests of masses rather than one specific group of people. This was the reason its policies focused on pan-India demands and not specifically catered to the interests of industrial workers. 

Also, the Congress was getting most of its donations from the industrial class only which brought them closer, and had it included the demands of industrial workers, it would have alienated the industrialists and divided the anti-imperialist forces.
