Local time is the time in a particular region or country. Longitude is the angular distance of a place east or west of the meridian at Greenwich, England. Each region has a particular longitude and latitude. Since, the earth rotates from west to east, the local time changes with respect to longitude. Thus, any difference between the local times of any two places on the earth can be determined by finding the difference in degrees of their longitudes
